Judicael ELIDJE, is happy to join the ESARO Leadership Team as Resident Representative and Head of Office of the Burundi Country Office.

He is bringing 20 years of combined international development and humanitarian experiences in 10 countries mostly within the United Nations Population Fund (UNFPA). Before joining the team of UNFPA Burundi, he was Deputy Representative for UNFPA Haiti (2019-2022) and Chad (2016-2019) in charge of programme coordination and delivery. Prior to Chad, he was the Team Leader for the Humanitarian and Fragile Context Unit within UNFPA West and Central Africa Regional Office in Dakar, Senegal, where he oversaw the humanitarian response and preparedness, resilience building, data collection, resource mobilization and partnership building in humanitarian settings for the 23 countries.

He also served from 2011 to 2013 as Monitoring and Evaluation Advisor within the Trust Fund for Victims at the International Criminal Court in The Hague, Netherlands. He worked in UNFPA Democratic Republic of Congo in different capacities between 2004 and 2011. He first joined as Junior Professional Officer funded by the Netherlands in 2004 and was in charge of Monitoring and Evaluation and Adolescent Sexual and Reproductive Health. He then moved as Emergency and Gender-Based Violence Specialist. He ended as the Team Leader for the Monitoring and Evaluation and Humanitarian Affairs Units. He has been deployed as surge in different roles in Central African Republic, Yemen, Nigeria, and Democratic Republic of Congo to lead and coordinate large scale humanitarian response. His experience started with UNFPA in 2001 in his home country Côte d’Ivoire as Research Assistant. He has also been Assistant Lecturer (2003-2004) at Université Libre de Bruxelles in Belgium.

He holds a Statistical Engineer Degree from ENSEA-Abidjan, Côte d’Ivoire; Masters in Public Health (DEA, DES) specialized in Health and Development as well as Biostatistics and Epidemiology from Université Libre de Bruxelles, Belgium; a Certificate in Health Economics from Université Catholique de Louvain, Belgium; an International Diploma in Humanitarian Assistance from Fordham University, USA; a Post-graduate Diploma in Monitoring and Evaluation from Stellenbosch University in South Africa, and an Executive Certificate in Nonprofit Leadership from Harvard Kennedy School of Government, USA. He is currently completing his PhD dissertation in Public Policy and Administration from Walden University, Minnesota, USA. Judicael is married with a lovely and supportive wife and is a father of two daughters of 15 and 11 years old. He is passionate about cooking, farming and photography.
